Acknowledging their failure to stem a surge in homelessness, Los Angeles’ elected leaders on Tuesday said they would declare a “state of emergency” and devote up to $100 million to the problem. But they offered few details about where the money would come from or how it would be spent, leaving some to question the effort’s chances of success.

I came across this group of people (who appeared to be homeless from afar), when I took a closer look, they came running towards my car with smiles on their faces asking if I could spare some change. I realized their were victims of their circumstances.  They certainly did not look like they were hungry for food. They were hungry for drugs.

Then I read the article on L.A. Times and started to question: who wonders the streets by choice, and who really has the need for a home?
